I have to say this made me seethe with anger. The U.S. Flag Code states - "The flag should never be displayed with the union down, except as a signal of dire distress in instances of extreme danger to life or property."
No distress here. Just a disrespectful display. This is a memorial garden - hardly the place to make a protest.
